Not sure how you managed it that way. To see the massive other bridge graphic, just head to the amphitheater area and then go back through the sewer and highway tunnel to the bridge again and that second bridge graphic will remain loaded. Every time I've done so, I didn't notice if two carriers were in the sky. If you travel back across the bridge towards the beginning, the graphical bridge will disappear before you make it to the other side.
