Yep, apparently; at the top of the link given above there's this:

Update: The content update is currently undergoing additional testing prior to release to the Preview program, and will be available in the near future. However, we are no longer targeting a weekend release. Please keep an eye on the Preview Dashboard announcements for information and expected availability date.

Thank you! We’re looking forward to hearing your feedback on the content update beta test.

In other words, the patch needs to be patched, and it needs to be patched before they can do final testing to figure out the final patches to the patch before it's released. I get that things take a while, and the buggier the beta patch the worse it'll reflect on them, but...
