reloading penalty for empty magazine

I noticed in the video that if the mag on the AR is empty, when it's reloaded your spartan moves the charging handle to bring a new round into the chamber (9:00 in video). If you reload with a few rounds still left over, there's still one in the tube so your spartan reloads faster because the charging handle animation is skipped (8:16 in video). It looks like the same thing goes for the SMG: at 3:54 the spartan pulls the charging lever when reloading (maybe), but every other time he doesn't.
