Took a little bit of research, but this description says:

The “Boom” Skull unlock for the Halo 2: Anniversary Campaign is exclusive until 12/12/2014.

I'm not sure if that means that it will be DLC at that point, or just all the skulls will be unlocked for everybody. Either way, the exclusivity period is not that long at all. It's like a month from launch.
