Whether or not you or anyone else agrees doesn't matter, because during that time it was their product. They get to decide what unintended glitches, hacks, quirks, etc are positive, and what ones are negative. Which ones to let live, and which ones to stamp out or punish. It's not the way they intended you to use their game, and it doesn't matter if you (the player) don't like it.
It is not the same thing to say "Well, Bungie didn't intend us to break the camera in theater mode" or some other asinine example- they get to choose. Done. The end. That's the law. Insert_parent_taking_to_child_because_I_said_so.
They didn't like it in matchmaking because it negatively impacts the experience they want you to have.
In customs they don't give a shit because it doesn't affect everyone else.
Very simple, sound logic.

Notice above where I said Bungie era Halo 2... 343 can choose to change this because the re-release is their game, their experience.
And they probably will.
What I would like to see everyone agree on in this year of 2014, is that in BUNGIE'S HALO 2, BXR (etc) WAS DEFINED AS CHEATING.

This very well could change for 343's Halo 2, and then the people who disagreed then can rejoice now. The sides of the argument will flip flop (Probably.)
