They actually originally had Cortana as the code name, and then when fans found out they practically begged Microsoft to make Jen Taylor the voice of Cortana (which was not originally the plan as far as anyone knows). So the way I understand it (and anyone correct me if they have more information) the fans were the ones you asked for it and Microsoft just gave in.
