As the earlier posters have described, the goal of the site is to increase the response time for new records being posted, and to incentivize new runners into getting involved.

What I'd like to point out is that I've been in close communication with NOKYARD (the current administrator of High Speed Halo) for the duration of HaloRuns' creation, and he is fine with both sites existing. HSH is going to transition into a showcase/journalism style website in the future, as opposed to a WR listing.
