1) Retool the difficulty balancing. Good lord, Legendary was ridiculous. It wasn't challenging. It was cheap. Heroic in Halo 2 is closer to the Legendary setting in, well, all the other Halo games.
2) Include the full multiplayer. XBL-capable. All the maps. I don't want to hear any excuses, either. There are no technical limitations. Also, Halo 4 has had been out for two years, just like Reach was out for two years when Halo 4 was released, so the "splitting the population" excuse isn't valid, either.
3) Patch out all glitches, e.g., superbouncing, button combos. Maybe keep an option for custom games to enable those for people who like those things, but keep the game-breaking garbage out of matchmaking.
4) Speaking of game-breakers, certain weapon balance issues should be ironed out for multiplayer. Most notably, the sword needs a battery and the plasma pistol needs its tracking reduced considerably. Also, the shotgun needs to have "donut spread" removed in favor of a random or Gaussian spread and random pellet quantities need to be ditched in favor of a fixed number of pellets. And while it may seem out of place for Halo 2, they should consider adding the AR, as it sucks that all the automatic weapons are half-guns, thus necessitating having to hunt around for either a BR or another dual-wield weapon to complement your SMG.
That's about it, really, other than making the game all nice and pretty and high-def.
