I liked both the Bungie and 343I Halo campaigns, but to say what I was looking for is what other campaign players were looking for is quite subjective. I always pictured campaign as the 'story mode', a title some games actually label their campaigns with. In story mode, I want characters, plot devices, good versus evil and memorable moments. This is hard to accomplish in video games without quality gameplay and encounters, but the aforementioned are the priority to me.
This was one thing that I felt Bungie took a step in the right direction with firefight being the go-to for encounter and gameplay enthusiasts that 343I tried to expand upon with spartan ops. I don't feel spartan ops inclusion in Halo 4 warranted the drop of firefight, but it did some things well on it's own and would have been an amazing addition to Halo had firefight been continued as well. That said, I felt it's repetition in the first half of season one really soured those that were looking for firefight 3.0, and bored those that were looking for campaign-like side stories.
So while agree that gameplay and encounters are an essential part of campaign, I'd say that story, plot and characters are much more essential to the 'story mode' of any Halo game.
