I think they're still patched into all the separate .map files (hence the size of this TU). Spartan Ops not supporting the new armor is probably related to the fact that it's on the campaign engine. The campaign engine maps are going to be redlining the available memory.
Even if the armor was centrally stored, it all has to be loaded into memory at some point.
This situation should be a good indicator on why the new Reach armor was cancelled.
