Armour data was stored in the map files to reduce loading times when loading it from the disc (same with weapons and vehicles). Halo 4 however requires a mandatory install right? So they can be assured that they can load MP map data from the much faster harddrive and so can store that stuff separately. (And just once)
Or that's the basic theory. I don't know why they'd not be doing the same thing for Spops.
