There's a massive qualitative difference between the form of pacing in comics and the form of pacing in animation. If people were expected to mull through a comic at a particular timing and direction, you might have a point.

Maybe the placement of text matters (or doesn't matter, which is also something you get to play around with in comics). Or maybe more text just plain isn't better text within what you're trying to accomplish.
Or maybe you just plain don't want to superimpose a square wave on the flow of your presentation, which is exactly what you're doing when you have pages of alternating media. Doing so isn't necessarily a problem, but an artist could conceivably want to not do it.
