You're right, it doesn't make much sense. But neither do most of today's failings in society. A whole class of people escaped from their homeworld, a planet where their ancestors, those whom they received their inheritance from, spent hundreds of years making it Heaven on Earth. They gave up on the people who made their fortune possible, but they still found a way to manipulate and siphon their spirits to continue building their oasis in the sky.

Do you really think they care about the plight of the common man? Sure, all they'd waste is money on fuel and maintenance costs, and make an inconceivable fortune upsetting those losses tremendously. What they'd really lose is a sense of superiority, their elite, carefree lifestyle.
