Intelligence has nothing to do with it. If you have no way of knowing what an obscure symbol means, you have no way of knowing what it means.

What if those symbols aren't artefacts?
The Prophets knew that the Humans would show up in the Luminaries. That's what their war plan hinged on. In addition, they saw what the belief that the Reclaimer symbol denotes an artefact can do to a mission: Maccabeus disregarded his orders to burn Harvest, and went hunting for relics instead.

I would consider it likely that the Prophets came up with a rumor that Humanity had destroyed relics or somehow blasphemed the Forerunner. As punishment, the relics of the Forerunner had marked us for extinction.
