I would say the jaws are for grasping and holding something live, not for chewing. Chewing is done with molars, of which Elites have none. They have sharp teeth which are for holding and tearing.
As to the gap, I saw that too and couldn't really move it around much more of the upper row of teeth would be too skewed. I'll give the same thing a whirl with the Halo 2 Elite head...perhaps with assets from the same game it will work better.
