Mendicant Bias Question

I was reading a little bit of the Waypoint forums today (I'm a glutton for punishment, I know) and saw someone post something on Mendicant Bias in the Halo for Xbox One thread I hadn't heard before.

Remember that MB is supposedly the only AI to progress PAST rampancy, was highly fragmented, something of an expert on AIs (been one for thousands of years), and is probably the most advanced "mind" in the galaxy. Makes sense that Chief would seek him out if he is trying to figure out how to restore Cortana."

I think most will agree that it appears to be MB coming out of the sand in the XBO Halo teaser, but I had never heard the idea that MB had "progressed PAST rampancy" so to speak. Was this something touched on or maybe just assumed?
