Maybe it was because she had certain personalities or pasts in mind that weren't what that squad had. Maybe it was because she, 343i, or both didn't want to start a(nother) situation of characters just happening to be where the action is all the time. Maybe it was because she was told not to. Maybe it was because there are other plans for them. Heck, maybe half of them are dead by then (which would hopefully be in a story later).

Is that because you expected something different, or because Halo 4 doesn't feel like Halo in general, or some particular story stuff, or what?
