Yup. Just saying that at RTX I heard the complete opposite from a similarly high-up 343 employee.

I wouldn't be surprised if people get banned for using modded content. I likewise wouldn't be surprised if no one gets banned. I'm not even sure 343 has control over banning people for violating the XBL TOS, or if that's another department at Microsoft.
