Your XBL membership (and gamerscore) will carry over. You do not have to pay twice, though it has not been clarified if you can only have your "active" profile on one device at a time.

Knowing how they work with their licensing, I'd bet that is the case, that you'd have to recover your GT when switching back from 360 to XBONE, but like I said, it hasn't been answered yet.
