It really seems to be him - not much doubt about that.

Why is the Chief there? For Cortana? How can MB help? Does he have a copy of her? Know about or have access to or can resurrect the Domain?

Or is the Chief looking for help against the Flood? Is he just thinking about Cortana? I think it's more than that...
