What I saw could easily be statistical anomaly (but then, so could what you saw), and I don't have any DLC, so that reduces things somewhat-- I just know that over the last few (non-consecutive) days that I played in SWAT most of the time it was one of the options, and almost every time it was an option it got the most votes.
