I believe Horizon is a modding tool that allows you to change variables (and possibly add, I have no idea) within your storage devices (including the 360's HDD), analog to some "Saved Game Editors" for PC games.

Since custom game variants are programmed to be saved in a storage device, it seems it should be somewhat simple, granted someone cracks the code.
