So what they've basically done is use the launch Arena configuration for some playlists, and just standard team trueskill for a bunch of other playlists. I am assuming the resultant CSR is just the Conservative Skill Estimate. This will mean it will likely jump around several ranks at a time - at least in the FFA ranked portion.
However, the FFA style ranked playlists, being based on score, don't even have the Arena-rating throttles of the win adjustment and the death penalties. Sure, the points awarded give out for more than just kills and assists, but it's going promote point-hording over all else. i.e. as long as you're earning points faster than anyone else, it doesn't matter how your team is doing or how many points you give away via deaths.
Obviously 343 realise this since they're considering them 'less competitive' - but you can still be a 50 in them and that cheapens the overall system. It doesn't seem like it'll be obvious on Waypoint which is which at this point.
Hmm, I was kinda hoping for something more advanced.
