It's possible to create one and initiate the download with about 15 minutes work--gotta create a new Live account for China with fake location/billing info (jdhfkshd works fine), recover it to your xbox, sign in, and then initiate the download through the link in this thread.
Once it's downloaded, all profiles should be able to use it. I'm at 1%. We'll see--if it's an error, it might get taken down before it finishes.
