What I was getting at with that is the Superintendent was privy to the goings on of the ODSTs and Capt. Dare through its monitoring of the various cameras throughout the city and it was the Super that was redirecting the Rookie to find the clues to the UNSC's defense of New Mombasa like the det charge plate, drone optics, etc. and how Sadie (and her father) were involved in the evacuation of the city.
