This is so out in left field, I don't even...
But I'll humour you... if they were adamant about releasing the game in a culture where that would be the only "moral" and/or acceptable depiction of Cortana, then they'd have to make the choice whether to offend the entire culture, not release the game there, or adjust it as such so that it's acceptable enough for them to enjoy the rest of the game.
