The performing arts can be interactive, but film and recorded music are more like literature. Creators create what they create deliberately, and what they create is designed to be consumed in a certain way. I respect an artist's desire to present only what they intend to present to their audience. The audience (or customer) either likes it or not.
Yes, games are unique in their interactivity, but games like Halo also have one foot in non-interactive art forms like recorded music and film and literature. To properly tell a story, there has to be limits on the interactivity. Crap. I'm becoming Cody.

You certainly don't have to. And partly because they can't please everyone, at a certain point Bungie has to not care if you want certain things that undermine what they care about. I might ask, though, why shouldn't you care? For me one reason I buy Bungie games is I think the music and sound in their games are masterful. I can't wait to hear what wonderful sounds they have in store for me.

Summation of my input:
The H4 sound mix sucks. I can understand why sound is locked down. Let's all hope the sound is better in H5.
